Starting May 12, 2026, the landscape of driving test bookings in the UK is set to shift dramatically as new regulations mandate that only learner drivers can book their own tests. This initiative aims not only to empower new motorists but also to address the pervasive issues of long waiting periods and the exploitation of the booking system by unscrupulous firms.
The reform follows revelations from a BBC investigation in December, which uncovered a troubling trend where driving instructors were allegedly offered substantial kickbacks for sharing their official test booking logins. This loophole allowed individuals to monopolize test slots, often reselling them to desperate learners at exorbitant prices, with some tests being sold for as much as £500—over seven times the standard fee.
Key Changes to Booking Procedures
Under the new system, instructors will no longer have the authority to book, amend, or transfer driving tests on behalf of their students. Learners must take the reins of their own booking, ensuring that they hold exclusive control over their testing timeline. This shift is expected to significantly streamline the process and reduce the nearly six-month waiting times many learners have faced.
Preparing for the Test
In order to secure their spot, learners will need to coordinate with their instructors to obtain a unique reference number, which serves as a gateway for test scheduling. Should a learner wish to assist another individual in booking their test, they must do so in person, with all confirmations directed to the learner's own contact details.
New Booking Restrictions and Location Changes
In addition to the booking overhaul, learners should take note of recent stipulations regarding changing their scheduled tests. Since March 31, they are allowed only two modifications to their booked slots, a significant decrease from the previous limit of six. Moreover, from June 9, those looking to change test locations will be restricted to the three closest centers, incentivizing learners to be more judicious about their choices.
The DVSA provides further guidance on these new regulations, affirming their commitment to fostering safer driving practices by creating a more equitable testing system for all learners.
